Social cooperation matters to constitutional progress because shared agreement gives negotiators something they can present as one position. A legal step is easier to reach when communities speak together.
This lesson is part of steps towards independence. The case used below is the Alliance, and your textbook may stress other examples of cooperation.
What is the four-link chain?
Write one short sentence for each link.
- Cooperation: who worked together.
- Agreement: what they agreed on.
- Use: how the agreement was presented or used.
- Step: the constitutional step it supported.
If you skip the third link, the chain jumps from agreement to result and the reader cannot see the reasoning.
Worked example: the Alliance
Cooperation: UMNO and the MCA, parties of the Malay and Chinese communities, agreed to cooperate in the 1952 Kuala Lumpur municipal election, and the national Alliance Party was formed in September 1953 1.
Agreement: the partners agreed to stand together in elections rather than against each other.
Use: they contested the federal election of 27 July 1955 as one coalition of UMNO, MCA and the MIC and won 51 of the 52 seats they contested 4. This showed the British that a multi-community party had a strong popular mandate.
Step: that mandate gave the Alliance a strong position in the talks that followed, and the Reid Commission was formed in March 1956 to recommend a constitution for independence on 31 August 1957 3.
The chain shows that cooperation came first, and that it shaped what the talks could achieve.
A claim against a chain

The second answer is one sentence. It uses “so” and “which led to” to carry the reasoning.
Why the order matters
Cooperation usually has to come before the step it supports. If you place the agreement after the talks, the chain breaks, and the marker cannot credit the link.
Make a small timeline before you write: cooperation first, then use, then step. Put the dates your textbook gives beside each.
The mistake that costs marks
The common slip is to write that “unity led to independence” in one jump. That sentence skips the steps in between, and the marker cannot give credit for links you did not show.
Fix it by naming at least one small step. “Cooperation led to a joint election win, which led to talks, which led to a constitution” is longer, and it earns the marks.
