These questions practise the four skills in federation developments in 1948. Answer each one on paper before you open the explained answer.
Part A: Background and features
1. Name the organisation that led Malay opposition to the Malayan Union and state two objections.
Answer
UMNO, declared on 11 May 1946 under Dato’ Onn Jaafar, led Malay opposition 1. It objected that the Union took away the Rulers’ power to rule, and Malays also objected to citizenship being given widely 4. The key point is that both objections were about status and citizenship, so a good answer gives each objection with its reason.
2. Explain why the British were willing to negotiate a new arrangement after the Malayan Union.
Answer
Because the opposition was strong and organised: Malays rejected the Union through UMNO 1. A second reason is that an agreement with the Rulers made government easier than enforcing a plan that Malays rejected.
3. State two features of the 1948 Federation of Malaya Agreement that differed from the Malayan Union.
Answer
The Rulers’ sovereignty was restored, where the Malayan Union had taken away their power to rule, and they followed British advice on all matters except Islam and Malay custom 5. The conditions for citizenship were also tighter than under the Malayan Union, which answered a main Malay concern 2. Your textbook may also list that the states had their own governments within a federation, so confirm the features it names.
4. Name the two councils that worked with the High Commissioner at federal level.
Answer
The Executive Council and the Legislative Council, with the High Commissioner at the head of the government 2. A careful answer adds that the High Commissioner was the senior British representative. Confirm the exact council names and roles in your textbook.
Part B: Comparing and explaining
5. Complete the comparison. Malayan Union: the Rulers’ powers were reduced. 1948 Federation: ___.
Answer
The Rulers’ sovereignty was restored, and they followed British advice on all matters except Islam and Malay custom 5. The comparison works because both sides answer the same question, the status of the Rulers.
6. Why did some groups outside UMNO still oppose the 1948 arrangement?
Answer
The AMCJA-PUTERA coalition drafted its own People’s Constitutional Proposals in 1947 as an alternative to the Malayan Union and the Federation schemes. The British rejected the proposals, and the hartal that the coalition launched towards the end of 1947 failed to block the Federation of Malaya 3. A good answer states that opposition came from another direction, not only from those who had opposed the Malayan Union.
7. Use one date to clarify a sequence. Write a sentence that places the 1948 federation in order with the Malayan Union.
Answer
“The Malayan Union of 1946 was replaced after Malay opposition by the Federation of Malaya, which began on 1 February 1948 1.” The two dates are there to show that the federation came after the Malayan Union and in response to it.
8. In one short paragraph, explain how opposition led to change.
Answer
A model paragraph states the claim (opposition forced a new agreement), gives evidence (UMNO led Malay opposition to the Malayan Union because it took away the Rulers’ power to rule) and links the evidence to the result (the British agreed to a federation that restored the Rulers’ sovereignty). The link sentence is where the marks are earned.
