Why each constitutional provision was included

You can list what the constitution contains, but not why each part was included.

A provision is something the constitution says. Its purpose is the reason it was included. Strong answers always give both, joined by evidence.

This lesson follows explaining negotiation and compromise. The next one is organising a multi-source answer, in the cluster on constitutional negotiations of 1957.

Use the chain: provision, purpose, evidence. State what it says, state why it was included, then point to the source or textbook detail that shows it.

Each row answers the question “why was this included?” in a few words.

Worked example from a source

Here is an original extract. “The draft stated that one language would be used in official matters, so that citizens of different backgrounds could take part in public life on the same terms.”

The question: “What purpose did this provision serve, according to the source?”

Provision: one language in official matters. Purpose: people of different backgrounds could take part in public life on the same terms. Evidence: the phrase “on the same terms”.

A full answer: “The provision set one language for official matters. The source gives its purpose as allowing citizens of different backgrounds to take part in public life on the same terms, which supports a shared national identity.”

The mistake to avoid

The slip is to guess a purpose that the source does not give. It sounds sensible but loses the evidence mark.

Weak Strong
“It was included because it was best for everyone.” “The source says it let citizens of different backgrounds take part on the same terms.”

If the source states the purpose, quote or paraphrase it. Add your textbook knowledge second, not first.

Check yourself

An original extract says: “Citizenship rules were written so that people could know whether they belonged to the new country.” State the provision and its stated purpose.

Answer

Provision: citizenship rules. Stated purpose: to let people know whether they belonged to the new country, which gave the new state a clear definition of its members.

The phrase “to know whether they belonged” comes straight from the source, so the answer carries evidence.

What does a stated purpose mean?

It is the reason the textbook or source gives for including a provision. Use that reason, not your own guess. The word stated reminds you to base the answer on what the source or syllabus actually says.

How many provisions should I memorise?

Learn the ones your textbook emphasises in this chapter, and pair each with one purpose. A small set learned well is more useful than a long list with no reasons.

Can I describe a provision as fair or unfair?

Stay with the stated purpose and the evidence. Answers earn marks by explaining what a provision was meant to do, not by judging it.

Where do I check the exact wording of a provision?

Check your textbook for the syllabus version, and confirm current details with the examination authorities such as Lembaga Peperiksaan at lp.moe.gov.my. Quote only what you can verify.
